Fr Agnel College of Arts and Commerce – Pilar was established in June 1991 by Xaverian Educational Society, Pilar, and belonging to the Society of the Missionaries of the St. Francis Xavier, which is commonly known as the Society of Pilar. The College is a minority Institution founded under the provision of article 30 of the Indian Constitution. The College aims at the training of young men/women, more particularly the poorer and marginalized section of Society to be leaders in all walks of life and to serve their fellowmen in justice, truth and love.

College is built with a varied amount of facilities and infrastructure which invites the mind into an atmosphere of education. Fr. Agnel College Library is fully computerized with the help of New Gen Lib Software and is one of the finest college libraries in Goa. The library not only provides up-to-date facts and information on all subjects to readers but also teach how to search information and gain knowledge. The library has the collection of more than15, 000 documents, which include encyclopedias, dictionaries, reference books, journals, maps/charts, and audio-video collections.
The Fr Agnel College of Arts and Commerce – Pilar library has 11436 books, subscribes to 48 journals with an in-house xerox facility. The College Library is open to Professors and students from 8.30 a.m. to 2.30 p.m., except on holidays or when the College is closed. Books are issued strictly in order of application. Students must on receiving the book examine it and report it immediately before taking any damage found there in. If they fail to do so, they will be held responsible for any damage that may be detected afterwards. The gymkhana committee shall not incur any expenditure without previous sanction from the Principal.
A candidate who is a member of a Fr Agnel College of Arts and Commerce – Pilar team reaching the semifinals in a competition at the inter-collegiate level provided that the competitions for team championship are actually conducted by the university and provided further that the number of colleges participating in the competitions are not less than 1/3 of the total number of the colleges affiliated to the University. College offers different kind of Bachelor, Master and some certificate courses leading to different streams.
